"It was expensive, but in the long run, it'll be less expensive," said Haffner's owner Steve Corbett. "We go from a vapor recovery nozzle and nose, cost about $300, to regular ones that go for about $100."

gas pump nozzles that keep fumes from leaking out of your gas tank are starting to disappear, thanks to a change in technology that is making the pollution control no longer necessary.

This saves money because customers occasionally drive away from one of the firm's self serve pumps with the nozzle still in the tank, forcing the hoses to be replaced.

One of the first local service stations to make the change is Haffner's on Lowell Road in south Hudson. It switched the hoses and pumps on its 14 gasoline pump nozzles earlier this month.

Stage II recovery was mandated in areas where ozone pollution reached a certain level, including southern New Hampshire. It has never been necessary north of Concord.

Stage II recovery involves devices inside gas pumps, which are more accurately described as gas dispensers since they don't necessarily contain actual pumps, plus the cuffs designed to make a better seal around openings to gas tanks.

The change does not affect diesel pumps, which do not have the same vapor release issues. So called Stage II vapor recovery involves keeping gasoline vapors from leaking into the air while gas is being dispensed into vehicles. The EPA estimates that elminating the requirement "could save affected retail fueling locations substantially more than $3,000 annually Omega Seamaster Diver Etnz Limited Edition and eliminate installation expenses of more than $50,000 or $100,000."

"It's redundant for us to have Stage II vapor recovery on the nozzles when the cars do it themselves," said Suzanne Connelly of the underground storage tank operator training program for the New Hampshire Department of Environmental Services.

stations, and is still in effect.

The switchover took about five hours, meaning he lost five hours of income which included state regulators doing a "tank tightness" test to ensure the new system wasn't leaking vapor.

Back in 2000, the federal government mandated that automobile manufacturers begin to build systems in the tank and fill pipe that prevent vapor release. This includes an activated carbon packed canister to adsorb the vapor. When the engine is operating, gasoline vapors are taken into the engine intake manifold to be used as fuel.

When the cuffs were first installed, they had issues, including disrupting the cutoff system that prevents overflow; a system that is triggered by vapors. This resulted in lots of gasoline spilling onto the ground from over filled tanks, he said.

vehicles now have the technology an estimated 70 perfect by next year that service stations no longer need it.

The cuffs, plus other hidden equipment, date from early 1990s air quality regulations that targeted the release of emissions during refueling. These emissions contribute to ozone and other pollution problems. The technology, known as Stage II vapor recovery, is being phased out because gas tanks in cars and trucks do the job these days.

Corbett said that he has not heard much feedback from customers about the change "you're the first person to ask me, actually" but that he wouldn't miss the system.

Another savings for service stations, said Connelly of DES, is that they will no longer have to conduct air tests of their Stage II equipment, "which is very pricey."

"We lose probably two a month," said Corbett.

The change has only just begun, after a ruling by the EPA that the cuffs were no longer mandatory.
