Previously, the bill left the location of programs up to the University of Texas System, which would convene a committee of experts to study the region and see where programs would best fit.
"We want to see the project completed. We want to see this built," Zaffirini said. "I don't believe we will ever have this opportunity again. The support is so strong for this legislation that we must resolve these differences."

Hinojosa said the amendment would give flexibility to students who need to be in both Hidalgo and Cameron counties.
