Barnes is monitored 24 hours a day by a nurse and routinely checked by a physician or nurse practitioner. The facility currently is overseen by a federal court, monitored by regional staff and investigators, inspected by Health Department officials and has "far more layers of oversight" than almost any other institution in the country, spokeswoman Cara Kumari said.Barnes' sister said she is distraught by the thought of how long Barnes suffered, untreated, last May. One staffer reported at the time that Barnes was crying about his leg while she bathed him, but it was three days later before he was sent to the hospital. State investigators later determined the institution neglected his medical care and that "unknown persons" were responsible for neglecting Barnes, who "sustained serious injuries with no explanation of how they occurred."The 22 page investigation report includes at least four notes on conversations with an "anonymous informant" it is unclear whether it is the same or different individuals reporting that one staff member was left alone with Barnes and might be to blame. The Tennessee Bureau of Investigation also investigated, but an agency spokesman said the district attorney had decided not to prosecute. In Tennessee, more than 8,000 people with intellectual disabilities are served through programs of the Department of Intellectual and Developmental Disabilities.
